    Project Overview
Management Alternatives (M/A) serves as Relocation Project Manager for the U.S. Geological Survey's (USGS) J.W. Powell Building Modernization Project. The mission of this 5-year project is to completely renovate and modernize the building, which houses USGS' primary research laboratories and associated lab support spaces. M/A's scope of work focuses on the modernization effort for the 265 USGS laboratories in the building. Using Web-based project management software, Bidcom, M/A and the USGS project team manage all aspects of this logistically complex modernization effort.

An objective of the project is to minimize disruption to J.W. Powell Building scientists and ensure that their critical research is not compromised by modernization activities. To achieve this goal, we meet regularly with the heads of the Water and Geologic Divisions to coordinate relocation activity with the construction schedule.

    A "Scientific" Approach To Relocation
In planning and executing the floor-by-floor relocation of the laboratories, M/A develops a comprehensive Logistics Plan that outlines the sequence of each laboratory move, including staff and other supporting spaces. For development of the Relocation Plan, we identify the steps required to prepare and safely move highly sensitive equipment such as mass spectrometers, micro-probes and glass vacuum sample preparation lines. We identify qualified vendors to prepare, move and recalibrate all specialized equipment, and we coordinate vendor activities throughout the project. M/A also coordinates the work of the vendors responsible for the relocation and disposal of chemicals.

M/A conducts Pre-Move Briefings in a town meeting format for all scientists involved in a move phase. A Relocation Handbook and information packets are provided to assist the scientists with preparing for the move.

M/A is on-site to supervise all move activities including packing, unpacking and the physical moves of the laboratories. We provide post-move assistance to the scientists to resolve any move issues and facilitate recommencement of their work.

We close out each move phase by managing the disposition of surplus furnishings either to the GSA Warehouse, salvage or USGS storage.
