Project Overview
The Department of Education (DoE) modernized Federal Building 6 (FB 6) and consolidated a number of its Washington, D.C., offices into its new headquarters building. The project involved the build-out of two swing space locations, multi-phased moves of 1,650 people, modernization of FB 6 and, finally, the consolidation of several DoE locations into FB 6.
Management Alternatives (M/A) revised the Strategic Project Plan, providing a comprehensive framework. For the first phase, which consisted of 12 moves of 250 people into swing space, we developed a Relocation Schedule and detailed Occupancy Sequencing Plans, and coordinated with all non-construction vendors. An inventory of furniture and equipment was performed, and assets were monitored throughout the moves. M/A assisted with reassigning furniture and identifying surplus items for removal.
Managing Adversity, Maintaining Morale
During the consolidation phase, M/A assisted with organizational issues that resulted from consolidating various offices into a new headquarters. We developed an Advisory Task Force to make decisions in the programming and space planning phase, developed the Master Relocation Plan and scopes of work for all non-construction vendors, coordinated with the General Services Administration regarding their move-related vendors and provided overall relocation project management.
The first phase, implemented one weekend in January 1994, presented a unique challenge during one of the most severe ice and snowstorms in the history of this area, including arranging for almost constant plowing and salting of the steep loading dock ramps at both locations. We maintained the occupancy schedule throughout the storm to ensure that the Department was operational and that the move was completed by Monday morning.
To preserve morale throughout the 5-year project and keep staff involved and informed, we developed an extensive public relations/communications program that included publishing weekly Move Bulletins and Relocation Handbooks that were distributed at Pre-Move Briefings to instruct personnel on how to pack their belongings and label their office furniture. We published Orientation Handbooks to assist the Department's Quality Workplace Group with documenting new operating policies and procedures.
For the consolidation phase of the project, M/A produced regular newsletters and Move Corner Lobby Exhibits to highlight attributes of the new headquarters building. We presented regular briefings to DoE Senior Officials and the Headquarters Modernization Team and conducted regular Executive Officers Progress Meetings and Office Move Coordinator Meetings.
