    Project Overview
    The U.S. Department of Agriculture (USDA) is in the process of modernizing its South Building, totaling over 2,000,000 square feet. This eight-phase project involves the relocation of 4,800 Agency personnel.

    Management Alternatives (M/A) developed an Occupancy Logistics Plan to provide an organizational framework for the project. For the first phase, moving Wing 3 into swing space, M/A developed a relocation schedule and detailed occupancy-sequencing plan and coordinated with all non-construction vendors. We conducted an inventory of furniture and equipment, and also worked closely with the design team to manage the reassignment of existing furniture and equipment and to coordinate the integration of new furniture.

    To accomplish the critical task of tracking personnel and assets throughout multiple moves, M/A inventoried furniture and equipment for affected offices and prepared Personnel Assignment Sequencing Plans for each phase of the renovation. By utilizing our proprietary Asset Tracking Database (ATD), we easily tracked the sequencing and assignment of assets and equipment throughout the moves.

    Total Coordination, Plus Communication—And We Work Weekends
    To minimize disruption of normal USDA operations, all moves were conducted during weekends. We determined organizational needs in advance and, working closely with USDA's in-house Space Management, Information Technology and Facilities groups. We ensured that each organization was fully operational before the team vacated the site Sunday evening. We also developed a Move Committee comprising members from each of the many USDA organizations affected by the modernization. We worked closely with the Move Committee to understand critical operating requirements and to enable them to assist their respective organizations in preparing for the move.

    M/A engaged the moving company through a competitive procurement. We developed and issued an RFP for moving services, analyzed bids and hired the mover. In addition, we provide an on-site team to supervise every move phase and to maintain a Post-Move Welcome Desk after each move to assist with the resolution of any outstanding issues from the move. We also compile and resolve the Post-Move Punch List and dispose of surplus furnishings.

    We developed a Communications Program to maintain the morale of the staff throughout the 6-year project and to keep them involved and informed.

    M/A publishes Move Bulletins, which inform personnel about the progress of the project, and a Relocation Handbook to instruct personnel on how to pack their belongings and label their office furniture. M/A presents regular briefings to USDA Senior Officials and conducts regular Progress Meetings and Office Move Coordinator Meetings.
