Project Overview
The Pittsburgh International Airport transitioned its operations to the new Midfield Terminal complex and related support service facilities. Management Alternatives (M/A) was the Transition Coordinator on behalf of the Allegheny County Department of Aviation (ACDA) for the Midfield Terminal project. The project involved the construction of one of the largest airport complexes built in the U.S. and the physical relocation of more than 8,000 employees, 1,500 pieces of ground service equipment, 30 aircraft, office furniture, equipment and other tenant belongings within a brief 4.5-hour window. M/A coordinated the activities of several agencies, including the Department of Aviation, Federal agencies, the airlines, other airport tenants, the project design and construction teams and equipment vendors.
We developed a comprehensive RFP for moving services for all airport tenants and assisted the County with an evaluation of the bidders' technical responses. We compiled complete inventories of items to be relocated to ensure proper tracking and control during the physical move. We conducted Pre-Move Briefings for all personnel affected and developed a detailed Occupancy Plan that facilitated supervision of the physical move. We provided post-move services, including preparation of a Post-Move Punch List, validation of invoices for moving vendors and transition of the project to ACDA support services.

Given the limited opportunity available to move (4.5 hours), M/A developed and closely monitored a Strategic Transition Master Plan and Schedule for the project that included all project goals, task assignments, critical dates, responsibilities and personnel involved in the transition process. We led the Transition Team, which comprised airport management and tenants responsible for coordinating all aspects of the transition. We also coordinated outside consultants and vendors.
To ensure a smooth transition within the allotted time frame, M/A coordinated simulation testing of airport operations and information systems prior to the relocation. We produced reports and made recommendations for modifications based on this simulation testing.
To educate airport personnel and tenants on the move and acquaint them with the new facility, we directed a communications program that included the distribution of a weekly Transition Bulletin; produced an orientation video about the new terminal and support facilities; developed an Orientation Handbook for airport employees; and coordinated orientation tours.
